Android Is Starting Optimizing App 1 Of 1 Alcatel One Touch

"android is upgrading, and afterwards it came optimizing application 1 of 158", later came as starting apps then tecno will come and the upgrading starts again for more than 24 hours. i need a solution to stop it and have access to the phone. i cant do anything with the phone so please give me the right solution. How to fix 'android is starting
